Swope Park Industrial Area (SPIA) is subject to periodic flooding from the Blue River. The Blue River produces flash flooding that threatens SPIA and its employees. SPIA lies within the one percent chance (100-yer event) flood plain. The result of flooding will cut off access to and from SPIA while inundating it, increasing the potential for loss of life. A floodwall and levee system around the perimeter of SPIA is needed to provide critical flood protection and insure continued economic viability of this manufacturing center.

SPIA has limited access, one-way in and out, with an active railroad track crossing at the entrance. The current plan for flood damage reduction together with a new railroad flyover bridge to provide safe ingress/egress during flooding utilizes components of the flood control while at the same time eliminates other costly components by eliminating the railroad crossing altogether.

    The SPIA project was authorized in the 2007 Water Resources Development Act and established as the number one priority by the Kansas City Industrial Council (KCIC). The new bridge is a cooperative effort with private funding being provided by the railroad and SPIA businesses to help with the elimination of the dangerous at grade railroad crossing.
 

MO-ARK promotes the beneficial use of water and land related resources in the Missouri River Valley including the areas of
Agriculture, Environment, Flood Damage Reduction, Navigation, Recreation, Shipping and Ports, Power, Water Quality and Supply.
