The city of Topeka, Kansas, the State Capital, is centrally located in Shawnee County, in east central Kansas, near the geographic center of the continental United States. The city covers 57.6 square miles surrounded by unincorporated areas of Shawnee County.

The Kansas River and its tributaries, Soldier and Shunganuna creeks, flow through the center of Topeka. Section 216 of the 1970 Flood Control Act provides authority to re-examine complete civil work projects.

The Topeka levee system consists of over 40 miles of levee and floodwalls protecting thousands of commercial and residential structures estimated at over $1 Billion in investment value.

The studies to date indicate that there are modifications and upgrades to the levee system that will be required for it to maintain the design level of protection. Failure of a component of the levee system could result in the loss of life and hundreds of millions of dollars in flood damages.
